ДВОЯКЕ ЗНАЧЕННЯ ШВИДКОСТІ: ПОЯСНЕННЯ СТРАТЕГІЧНОЇ НЕОДНОЗНАЧНОСТІ В ЯДЕРНІЙ ПОЛІТИЦІ РОСІЇ

Обговорення та дискусії щодо того, чи полягає роль російської нестратегічної ядерної зброї в основі так званої стратегії "ескалації до деескалації", що завершилася оглядом ядерної постави 2018 року, який проголосив необхідність розгортання нової ядерної боєголовки малої потужності для запущених на підводний човен балістичних ракет з метою запобігання ескалації Росії до обмеженого ядерного рівня та успішного припинення конфлікту. Незважаючи на те, що неофіційні факти навряд чи говорять про те, що Росія може використовувати свою нестратегічну ядерну зброю, щоб відвернути супротивника в кризових ситуаціях, загальнозахідні дискусії щодо ескалації до деескалації обертаються навколо нібито існування "образливої" стратегії ескалації до деескалації. Таким чином, Москва превентивно зросте до обмеженого ядерного рівня над східним флангом НАТО, щоб взяти його на себе, залишаючи західні країни без варіантів ескалації, враховуючи сумніви в здатності систем доставки В61 виходити за межі російської ППО. Однак, хоча західні країни часто зайняті самозбереженням, сприймаючи, таким чином, негайні загрози при кожному розгортанні супротивника, вони, як правило, не помічають стратегічних маніпуляцій з розгорнутими можливостями. Ось чому аналіз двозначності навколо російської нестратегічної зброї був менш популярним у західному контексті. Грунтуючись на критичному аналізі ескалації до деескалації та класичних дослідженнях стримування та ескалації, ця стаття стверджує, що двозначність навколо російської нестратегічної зброї є частиною стратегії нарізності, яка ненавмисно спричинила дестабілізуючу динаміку у відносинах між Росією та США. Стаття продовжується наступним чином. По-перше, вступ визначає сцену та мету статті, а також методологію, включаючи обсяг та передумови фактів. По-друге, дискусія про ескалацію до деескалації розбивається на спробу пролити світло на двозначність, на якій вона базується. По-третє, стверджується, що двозначність навколо нестратегічної ядерної зброї використовується відповідно до концепції Шеллінга про накладку, хоча це посилює ризик ненавмисної ескалації із західними країнами. Нарешті, висновок завершує аргумент і вказує на його наслідки.
