ТЕРИТОРІАЛЬНА ПОЛІТИКА ДЕРЖАВ ЄС: ЦІЛІ, ІНСТРУМЕНТИ, РЕЗУЛЬТАТИ

У статті представлено процес формування та розвитку територіальної політики Європейського Союзу та держав членів Європейського Союзу. Визначено цілі та логіку територіально-політичної трансформації національних територіально-політичних систем в умовах глокалізації – макрорегіональної інтеграції національних утворень Європи, де головним бенефіціаром реформування проголошено регіони, а місце – топосом, основою політичного процесу. Політика на основі місця, розвиток систем самоврядування, реформи децентралізації, просування локального, регіонального автономізму та системної асиметрії, де статус визначається обсягом функціональних обов’язків, розглядаються як процеси де(ре)конструкції нової моделі поліцентричного врядування та політичної взаємодії в умовах формування ефективного наднаціонального політичного простору ЄС. Автором розглянуто особливості трансформації системних відносин у державах-членах ЄС, у тому числі щодо відносин метрополій та неєвропейських віддалених територій (на прикладі Франції та Нідерландів), та відносин наднаціонального центру ЄС та цих віддалених територій держав ЄС, що мають специфіку асиметричної включеності в територіальні та політичні процеси ЄС. Автор зазначає, що розвиток політичного простору ЄС випереджає процес трансформації територіальної морфології, що проявляється в розширенні політичних прав участі на наднаціональному рівні і збереженні цензів на національних рівнях. У роботі зазначено, що стратегія просторового розвитку ЄС сформована на основі інституційного компромісу між різними рівнями прийняття політичних рішень у багаторівневій та поліцентричній системі територіально-політичних відносин і забезпечується комплексом інструментів. Цей комплекс утворюють: політика вертикальної та горизонтальної співпраці; багаторівневого та поліцентричного управління; практики регіонального та автономізму; асиметрії статусів та функціональних ролей; інструменти 4D-децентралізації; стандартизації та вимірювання (індексації) стандартів; інструменти консоціативної демократії, які передбачають «політику включення», «ефективне громадянство», «мобільну політичну участь» в умовах поглиблення інтеграції, підвищення мобільності, зміни функціональної значимості інституту громадянства.
