ПОЛІТИКА, ОРІЄНТОВАНА НА МІСТО: СОЦІАЛЬНІ РУХИ НОВОГО УРБАНІЗМУ ТА МУНІЦИПАЛІЗМУ НА ШЛЯХУ ДО ІННОВАЦІЙ

У статті розглядаються новітні тенденції, пов’язані з глобальними трансформаціями, в контексті впровадження нової глобальної «політики на основі місця». Автор звертає увагу, що через технологічні, демографічні та міграційні процеси, які призводять до масштабної урбанізації та концентрації населення Землі в містах, визнання комфортності міста, орієнтованого на соціальні потреби та потреби людей різного віку стало привілейованим об’єктом такої глобальної і національної політики. Зазначається, що урбанізація та формування глобальних міст – метрополій, агломерацій тощо – призводить до надмірної концентрації виробництв, нерівномірності глобального заселення територій, надмірної імміграційної навантаженості на центри промислового зростання, що своєю чергою зумовлює проблеми глобальної соціальної нерівності, яка проявляється і в ієрархії міст, і у внутрішній соціальній ієрархії в містах. Автор вказує, що два соціальних рухи – Новий муніципалізм та Новий урбанізм – стали глобальними соціальними рухами, які втілюють інновації для сприяння вирішенню вищевказаних проблем. Тому метою дослідження є визначення основних пропозицій нового урбанізму та нового муніципалізму для реалізації «політики на основі місця» в місті як центрі інновацій. У статті розглядаються історичні особливості розвитку обох рухів, побудованих на гаслах: «демократія починається там, де ти живеш» і «право на місто». У статті визначаються основні цілі та принципи діяльності організацій, які є учасниками цих рухів, а також розглядається науково методологічний дискурс, сформований навколо розвитку цих рухів. Зокрема, автор представляє тлумачення «природи» муніципалізму, аналізує три моделі муніципалізму, згідно з типологією Метью Томпсона. У висновках автор вказує, що ідеї планування та успішні проєкти Нового урбанізму просувають інструменти для якісного містобудування заради людини в умовах глобальної реконструкції міських мереж з метою деконцентрації та демонополізації ресурсів, інвестицій. Ідеї Нового муніципалізму просувають інструменти для забезпечення самоорганізації на рівні міст, інструменти соціальної солідарної взаємодії для захисту інтересів людини.
