ПІВДЕННО-ЗАХІДНЕ ПРИКОРДОННЯ УКРАЇНИ В ПРОЦЕСІ ДЕРЖАВНОЇ ДЕЦЕНТРАЛІЗАЦІЇ

Представлене дослідження спрямоване на визначення особливостей трансформації системи місцевого самоврядування в регіонах південно-західного прикордоння України в умовах реформи децентралізації 2014‒2020 років та на встановлення відповідності утворюваної системи цілям реформи децентралізації. Завданнями дослідження є аналіз цілей та стану реформи децентралізації в Україні в контексті відповідності європейським стандартам децентралізованого багаторівневого публічного управління; визначення структурних особливостей реформування системи місцевого самоврядування в прикордонних регіонах України; встановлення збалансованості системи місцевих очікувань та результатів реформування на початок 2020 року. Об'єктом аналізу виступають прикордонні регіони України, поліетнічний склад і особливості розташування яких, впливає на дисбаланс системи місцевих очікувань та результатів реформи децентралізації, як переважно оптимізації органів системи самоврядування: Одеська область (що межує з Молдовою та Румунією), Чернівецька область (що межує з Молдовою та Румунією), Закарпатська область (що межує з Румунією, Угорщиною, Словаччиною та Польщею), Вінницька область (що межує з Молдовою), Івано-Франківська область (що межує з Румунією). Дослідження ґрунтується на застосуванні системного, порівняльного та структурно-функціонального підходу, поєднаного з методами аналізу, аналогії, абстрагування, узагальнення та методом індивідуальної експертної оцінки. Виявлення недоліків реформи створює можливість перегляду механізмів забезпечення збалансованості процесів децентралізації та централізації з метою більшої інтеграції регіонів та меншин у процеси прийняття рішень з метою забезпечення внутрішньої стабільності в Україні.
